Why so many recruitment agencies are forming
Recruitment is one of the most accessible sectors to enter, which helps explain the steady flow of new agencies. The barriers are low: many founders are former in-house recruiters or consultants who already understand a niche, hold a contacts book, and decide to bill clients directly rather than for an employer. Demand is structural too, as businesses across nearly every industry need help filling roles, and skills shortages in areas such as healthcare, tech, engineering and logistics keep volumes high.
Start-up costs are typically modest. A solo desk can launch with little more than a laptop, a job-board subscription, a CRM or applicant tracking system, and professional indemnity and employer's liability insurance. The larger outlay usually comes from cash flow, because permanent placements are paid on invoice and temporary or contract desks must often pay workers weekly while waiting months for clients to settle. This is why many agencies arrange invoice finance or factoring early on.
Regulation is lighter than in many sectors but still real. Agencies must register with HMRC for tax and, if placing temporary workers, operate PAYE and comply with the Conduct of Employment Agencies and Employment Businesses Regulations 2003 and the Agency Workers Regulations 2010. Those supplying labour to agriculture, food processing, shellfish gathering or related areas typically need a gangmasters licence, which since April 2026 is issued by the Fair Work Agency, the body that took over the licensing role previously held by the Gangmasters and Labour Abuse Authority. Because agencies handle large volumes of candidate data, registration with the ICO and compliance with UK GDPR is generally required.
A high formation rate often signals confidence in the wider labour market, with employers hiring and candidates moving. It can also reflect consolidation pressure, as experienced recruiters break away from larger firms to chase higher margins in specialist niches. Either way, a busy formation pipeline tends to mean active hiring downstream.
New agencies are valuable prospects for a range of suppliers. Job boards, LinkedIn Recruiter, CRM and ATS vendors, video-interview and background-screening providers, payroll bureaux and contractor umbrella companies all target them, as do invoice-finance lenders, accountants, insurance brokers and compliance consultants. For B2B service providers, a freshly registered agency is often actively shopping for exactly these tools.
