There is no single licence to practise as a management consultant, so the barrier to entry is genuinely modest. That said, regulation still applies depending on the work: advisers touching regulated financial activity may fall under the Financial Conduct Authority, anyone handling client or personal data must register with the Information Commissioner's Office and follow UK GDPR, and consultants billing above the threshold must register for VAT. Membership of bodies such as the Management Consultancies Association or a relevant chartered institute is voluntary but often used to signal quality.

A high formation rate in this sector usually signals confidence and demand. Businesses tend to commission consultants when they are restructuring, adopting new technology, expanding, or navigating change, so a surge can point to an active market with money being invested in transformation and efficiency. It can also reflect a crowded, competitive field where differentiation and niche specialisms matter more each year.

Newly formed consultancies are valuable prospects for a wide range of suppliers. Professional indemnity and liability insurers, accountants and bookkeepers, CRM and proposal software vendors, virtual office and serviced-space providers, brand and web designers, and B2B lead-generation or recruitment partners all target firms at this early stage. Because consultants are themselves selling business-to-business, they are also receptive buyers of marketing, training and outsourced support, making freshly registered companies in this sector a well-defined and reachable audience for those wanting to build supplier relationships early.
